The heat storage rate is a key indicator in the design of electric heat storage heating projects, which affects system equipment configuration, power capacity expansion requirements, and operating costs. With the acceleration of electricity marketization reform across the country, electricity price fluctuations increase, and the relevant boundary conditions and experience of such projects in the early stage are no longer applicable. To eliminate the influence of heating load during low electricity demand on the heat storage rate, this paper defines the heat transfer rate, presents the analysis method of the optimal heat transfer rate for electric heat storage heating projects, and illustrates it with a case project. At the same time,it analyses the influence of the heat transfer rate on the utilization rate of heat storage devices and electricity consumption in peak, low, and normal periods,as well as the influence of peak-valley electricity price differences and power capacity expansion fees on the optimal heat transfer rate, which can provide a reference for such projects.
